The Construction Industry Drug-Free Workplace Program (CIDFWP) is a Trust Fund that has been negotiated into your Union’s collective bargaining agreements. The CIDFWP is governed by our Board of Trustees that meet multiple times a year to discuss relevant issues and policies as it pertains to drug-testing in the construction industry.

Who are the participating unions?
The participating unions are the Carpenters, Laborers, Cement Masons and Bricklayers in the Oregon and SW Washington area.
What do I do when I’m asked to take a test by an employer?
The employer should provide you with a lab form with a list of collection facilities in your general area. Please take the lab form with you to the collection site as it is required. When you have finished the collection process, you will be provided a receipt referred to as the “Chain of Custody”. Keep this as your proof of providing the required sample.
What happens if my test comes back negative?
The Trust office will mail you an ID Card and a check for $50 for your Health Maintenance Benefit. Please keep the ID Card as jobsites may require it. We will mail this to your home mailing address on file.
What happens if my test comes back Positive/Non-Negative?
When a test comes back Positive/Non-Negative, you will be contacted directly, at the number you provided to the collection site, by our Medical Review Officer (MRO). They will review the results with you and verify whether you have a valid prescription for the substance detected or if there is another valid explanation for the result. If the MRO determines that the positive test result is due to the use of a validly prescribed medication that is being taken per the physician’s instructions, the positive result will be reported as a negative test result.
What if the MRO determines my test is positive?
You will be referred to Cascade EAP, our Employee Assistance Program (EAP). You will become ineligible to work for any of our employers until you complete your evaluation with the EAP and receive a return to work agreement. The EAP will determine the necessary education or treatment for your specific situation. You will be required to complete the recommended level of treatment. Failure to comply with the requirements will result in continued ineligibility to work for our participating unions and/or employers.
What if I feel I have an addiction issue and need help?
The CIDFWP does offer a Self-Help provision where a member can contact us in strict confidence and request to speak to our EAP about their current situation. The CIDFWP will cover the cost of this initial meeting/conversation.
